MBTA set for full PTC implementation by 2020

The Massachusetts Bay Transportation Authority (MBTA) provided an update on its progress to install and implement Positive Train Control (PTC).

MBTA will have all hardware required for PTC installed on all commuter rail lines and two pilot lines by the end of 2018, with full PTC implementation by 2020.

The deadline for PTC implementation is Dec. 31, 2018. However, the Federal Railroad Administration (FRA) can grant a 24-month extension provided certain criteria are met.

MBTA says that in order to meet the implementation deadline, complete and unencumbered access to the right-of-way will be required with some simultaneous weekend service suspensions proposed on its commuter rail lines beginning in summer 2017 and into 2018 for the Lowell, Haverhill, Newburyport, Needham, Fairmount, Rockport, Fitchburg, Franklin and Worcester Lines, as well as the Wildcat Branch. Simultaneous weekend shutdowns of the entire Lowell and Haverhill Lines will begin in July 2017. No weekend shutdowns will be required of the Greenbush, Middleborough, Providence, or Kingston/Plymouth Lines.

The transit authority has filed a PTC Implementation Plan with the FRA and has also applied for various loans and grants to help fund the project, which is projected to cost more than $459 million (this includes a 13.5 percent contingency). MBTA plans to begin vehicle, wayside and communication installation this month.
