Martin Klepper to lead Build America Bureau

Martin Klepper has been appointed to serve the Build America Bureau as its executive director.

U.S. Transportation Secretary Anthony Foxx announced last week that Martin Klepper has been appointed to serve the United States Department of Transportation’s (USDOT) Build America Bureau as its executive director.  

 

The USDOT says the newly formed bureau is intended to enhance access to federal grant and credit opportunities while offering technical assistance in project planning, delivery, financing and monitoring work. The bureau is also expected to aid governments at the state and local levels in developing and financing public-private partnership transactions for transportation facilities. 

As a senior partner in the energy and infrastructure projects group at Skadden, Arps, Slate, Meagher & Flom, LLP, representatives say Klepper is known for his work developing, financing, acquiring and selling transportation, energy and other infrastructure projects of larger scales in the U.S. and internationally.

Throughout his career, Klepper is said to have closed more than 100 deals valued at a total of more than $20 billion. He has worked with federal and state governments on energy and infrastructure funding issues, as well as working with banks, equity investors, multilateral lenders, and other agencies in this work.

“We are pleased to have someone with Martin’s significant experience and expertise at the helm of the bureau,” Secretary Foxx said. “Under his leadership, the bureau will be a driving force in financing transportation projects across the country.” 

USDOT says the bureau will work to integrate the following USDOT programs: the Transportation Infrastructure Finance and Innovation Act, the Railroad Rehabilitation & Improvement Financing, the private activity bond program, the Outreach and Project Development functions of the BATIC and the Fostering Advancements in Shipping and Transportation for the Long-term Achievement of National Efficiencies grant program.
