PHL appoints new Vice President Stephen Hoye

Stephen Hoye has been appointed vice president of Anacostia Rail Holdings's Pacific Harbor Line (PHL) subsidiary. The position is effective in early August.

Hoye joins PHL from the Belt Railway Company of Chicago, where he served as superintendent since 2011. Hoye also served as director of the ten-person Chicago Transportation Coordination Office (CTCO) team since 2014. CTCO has responsibility for overseeing day-to-day performance and planning affecting 14 different carrier traffic flows operating in and out of the nation’s largest rail hub. He helped execute infrastructure improvements needed to complete Chicago Region Environmental and Transportation Efficiency Program projects.

Hoye’s 24 years of rail experience began in 1993 as a clerk-yardmaster-programmer with CSX Intermodal at Bedford Park, Ill. Hoye is immediate past president of American Association of Railroad Superintendents and an executive board member of the Midwest Association of Rail Shippers.

“Steve is a welcome addition to PHL,” said PHL President Otis Cliatt. “His leadership skills and extensive rail knowledge will help enhance our terminal operations, customer service, and safety.”
