Metrolinx has awarded Stantec Consulting Ltd., along with its partner Amec Foster Wheeler, a technical advisory contract for its Bowmanville Rail Expansion project.

The firm will provide technical advisory, design and construction support services for the project, which will expand rail service approximately 12.42 miles (20 km) from Oshawa to Bowmanville.

“The Bowmanville rail expansion represents an exciting investment in Durham Region – one that will greatly enhance its transportation infrastructure,” says Gregg Cooke, Stantec vice president for transportation. “Our team is excited to help create more transit options for people in communities throughout Durham. Ultimately, this project will help drive economic growth and job creation, while also reducing traffic congestion.”

Stantec and Amec Foster Wheeler will provide technical services related to the addition of two GO Transit tracks, a new layover facility, four new stations, 19 grade separations/bridge expansions (including a grade separation over Highway 401), several culvert and at-grade crossing modifications, and the associated utility works to accommodate this new infrastructure. Metrolinx has defined an aggressive schedule, targeting completion of construction services by the end of 2023.

“This project impacts several municipal districts, Durham Region, the Ministry of Transportation of Ontario and [Canadian Pacific],” says Richard Lanyi, Stantec’s senior project manager and rail sector lead. “Stakeholder engagement and consultation has been a high priority for Metrolinx, and will continue to be a high priority with the added Stantec/Amec Foster Wheeler team on this project. Engagement will be key to the timely delivery of the project, and will continue through all aspects of the work, from preliminary designs, through to construction completion.”

Stantec has been providing technical support to Metrolinx on their Regional Express Rail Program on multiple corridors during the past seven years. Stantec says its team is committed to assisting Metrolinx as it works to deliver much-needed upgrades to commuter rail services within the Greater Toronto and Hamilton Area.
