The Honolulu Authority for Rapid Transportation (HART) has awarded a contract for General Engineering Consultant (GEC) support services for the next phase of the rail project.

The $46.1-million, five‐year contract awarded to CH2M Hill, Inc., covers oversight support for design review, scheduling and cost estimating, environmental and planning and interface management as the project moves forward. The new GEC contract replaces the previous GEC II contract with Parsons Brinckerhoff, which ends early next year. The previous GEC II contract, valued at $150 million, provides for a transition period while the new contractor comes on board.

“This new contract reflects where we are on the project and takes into account HART’s more active role in implementing and managing all design and construction contracts,” said HART Executive Director and CEO Daniel Grabauskas. “This should save us money while focusing on more specialized areas where we need expertise. We are excited to have CH2M Hill on board.”

In addition to the new GEC contract, HART is expected to award contracts in the specialty areas of core systems support; safety and security oversight and construction engineering and inspection for both the east and west portions of the alignment.
