Maryland Transit Administration shuffles top leadership

Paul Comfort has been replaced as the head of the Maryland Transit Administration with Kevin B. Quinn, Jr., named acting administrator by Maryland Department of Transportation Secretary Pete K. Rahn.

 

“Kevin is smart, innovative and understands how to make transit work,” said Secretary Rahn. “Thanks to his hard work and leadership, Maryland’s transit system is becoming a national model.”

Quinn has led the MTA’s BaltimoreLink effort, which opens June 18 and is an overhaul and rebranding of the Baltimore region’s bus system. Maryland Transit Administration has also been dealing with legal issues concerning the planned Purple Line, which a judge ruled in late May required additional environmental review before it could proceed. Maryland has appealed the ruling, but also unveiled plans to scale back progress on the project.

Quinn’s background is in public policy with more than a decade in transit and planning. He previously served as director of planning and programming at MTA where the administration says “he worked directly with numerous departments, from administration to operations, to ensure that the MTA took a proactive approach to deliver great service for all transit riders.”

He also worked in transportation planning for STV and holds a Bachelor of Arts in Political Science and Government from Goucher College and a Master of Public Policy from The Johns Hopkins University.
