USDOT proposed rule would expand Surface Transportation Project Delivery program

The U.S. Department of Transportation issued a rule proposal that would give states an opportunity to manage the federally required environmental review process for highway, rail and transit projects.

 

The Notice of Proposed Rulemaking (NPRM) would expand the Surface Transportation Project Delivery program for interested states, implementing a key provision of Moving Ahead for Progress in the 21st Century (MAP-21).

Since its creation in the “Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users” (SAFETEA-LU) in 2006, the STPD program has been available only as a pilot in five states. The NPRM appears in the Federal Register.
