Final RFP for MBTA Green Line project

The Massachusetts Bay Transportation Authority has asked for final proposals for the revived Green Line extension project from three design-build contractor teams shortlisted in February.

 

The RFP includes a project “affordability limit” of $1.319 billion, along with base scope of work, and possible options only to be included within the project schedule and budget. The total GLX program budget is $2.3 billion.

The teams are GLX Constructors, Green Line Partners, and Walsh Barletta Granite JV.

Responses to the RFP are expected by September. The MBTA said it has been in pre-proposal dialogue with the three finalists.

The project was put on hold in 2015 after officials said it could cost as much as $1 billion more than first estimated. The recent Congressional budget deal includes $996.1 billion in appropriations previously agreed to in 2015. The state’s MassDOT will also kick in $996.1 billion.

The project began moving again in May when the agency’s Fiscal and Management Control Board approved a $57-million contract to hire CH2M Hill as the project manager through December 2022.

The extension would relocate some commuter tracks while extending the line to Somerville and Medford, and includes seven stations and related track and infrastructure, a vehicle maintenance facility, and multi-use community path.

The MBTA’s wish list of options includes platform canopies, elevators and public art.
