At HDR, he is looking forward to supporting public transportation clients in overcoming post-COVID challenges, partnering with them to pursue major funding opportunities through the FTA and implementing new service offerings.

“HDR has had the good fortune to collaborate with Wulf for over 25 years as he led planning, engineering and construction of a major transit system expansion for the Phoenix Metropolitan area, first with the City of Phoenix and later with Valley Metro. In that time, his guidance and insights have been invaluable as we’ve served as the agency’s planning support services consultant, supporting system expansion,” said Global Transit Director Tom Waldron. “Now that he has closed the chapter on an exemplary public sector career, we are thrilled that he has joined HDR to benefit our clients across North America with his extensive knowledge of delivering transit programs.”

Grote has provided transportation planning and development leadership for major public infrastructure projects for Valley Metro, the City of Phoenix and Denver Regional Transportation District. He is active in the American Public Transportation Association and a frequent presenter at industry conferences.

“Wulf is a leading expert in transit system planning and engineering. HDR is fortunate to have him on our staff,” said Transportation Business Development Director Rick Pilgrim. “His experience and knowledge from more than 40 years in the transit development industry enables him to understand the most difficult problems our client agencies face, and then to generate realistic solutions that fit within the community.”
