Consortia Shortlisted for Surrey Langley SkyTrain Systems Contract

Three consortium have been shortlisted for the $2.91 billion project.

Three consortia have been selected to advance to the request for proposals (RFP) stage to design, build and install the electrical systems and track work for the $C3.9 billion ($US2.91 billion) Surrey Langley SkyTrain.

As part of the competitive selection process for the project, a request for qualifications (RFQ) for the systems and track work was released on the British Columbia bid website in November 2022 and closed in January 2023.

The selected consortia are:

  • Transit Integrators BC, comprising Graham Infrastructure, SNC-Lavalin Major Projects, SNC-Lavalin and Western Pacific Enterprises
  • Surrey Langley SkyTrain Connectors, comprising Aecon Infrastructure Management, SICE Canada, and Parsons.
  • Kiewit Infrastructure BC, comprising Kiewit, Mass Electric Construction Canada and Mass Electric Construction.

The 16-kilometer (9.94-mile) Surrey Langley SkyTrain project will extend the Expo Line from King George station to Langley city center, the first rapid transit expansion south of the Fraser River in more than 30 years.

The contract includes the design and installation of the SkyTrain track work, as well as the design, installation and integration of electrical systems, such as power, telecommunications and automatic train control.

The British Columbia provincial government anticipates announcing the preferred consortium in early 2024.

Once complete, the project will provide high-quality and low-cost transport for passengers in Surrey, Langley and throughout Metro Vancouver. Major construction on the Surrey Langley SkyTrain is expected to begin in 2024 and is scheduled for completion in 2028.

The Surrey Langley SkyTrain is being delivered through three separate contracts. An RFP for the first contract to build the elevated guideway, roadworks and utilities, as well as cycling and pedestrian paths along the extension, was issued to two consortia in March. This included:

  • South Fraser Guideway Connectors, comprising Aecon Infrastructure Management, Acciona Infrastructure Canada, Pomerleau BC, and Parsons.
  • SkyLink Guideway Partners, comprising Dragados Canada, Ledcor Investments, Dragados Canada, Ledcor Mining, and Systra International Bridge Technologies.

The RFP for the contract to design and build eight new stations as well as cycling and walking paths around the new stations, was released in March to two consortia:

  • South Fraser Station partners, comprising Aecon Infrastructure Management, Acciona Infrastructure Canada, Pomerleau BC and Aecom Canada.
  • SkyLink stations partners, comprising Dragados Canada, Ledcor Construction Investments, Systra International Bridge Technologies, and IBI Group Architects (Canada).

The guideways contract is expected to be awarded in the autumn, while the stations contract is expected to be awarded in late 2023.
