Foothill Gold Line Construction Authority Cancels Design-Build Procurement; Pursues New Plan for Pomona to Montclair Project

MONROVIA, Calif. - The Foothill Gold Line Construction Authority announced it is not possible to move forward with Kiewit's final bid on the Pomona to Montclair project.

The final segment of the Foothill Gold Line is a 3.2-mile line from Pomona to Montclair, along with two passenger stations. Previously, the Construction Authority said it was collaborating with Kiewit on a final bid, having made “dozens of contract changes” to reduce costs. However, the final bid was still hundreds of millions of dollars above previous estimates.

As a result, the Construction Authority board of directors have directed its staff to “cancel the ongoing design-build procurement (C3001) and pursue a new plan to deliver the project using the Construction Manager at Risk (CMR) delivery method.” The staff were also instructed to return in April with details on said new plan that include a timeline and a Request for Proposals (RFP) for project design to be issued in June. This decision was made by the board because it believes this “is the best approach to put available dollars to their best use and prioritize efficient construction.”

In the press release, the Construction Authority states it’s proud of its 25-year track record of delivering three project segments both on time and on budget. Additionally, it is “committed to completing this final project and achieving our collective goal of expanded transit and improved quality of life for the region.”
