NJ Transit Launching Procurement for Northern Rail MoW Facility

NEWARK, N.J. - NJ Transit will advance its Northern Rail Maintenance-of-way facility project in Clifton, Passaic County, New Jersey in June.
According to the release, the agency will advance the project with a Request for Qualifications, or RFQ, “pending approval from the New Jersey Office of the State Comptroller.” This is the first of a two-step procurement process that includes a “design-build team for the project’s final design, construction, and commissioning.”
The project includes construction of a new MoW facility and yard located at 99 Kuller Road in Clifton, New Jersey. Once completed, it will replace the current Wood-Ridge facility, which is aging and prone to flooding. It will allow NJ Transit to improve maintenance of its infrastructure “by providing modernized space for maintenance, servicing, and repair of vehicles.” The design of said facility will allow for increased demand and updated features that meet current codes and operational needs.
Crews will demolish and perform an environmental abatement of the current building and substructures at 99 Kuller Road. Additionally, crews will construct three new buildings located across two sites owned by NJ Transit. The project also includes site grading, dedicated parking areas, and new access roads as well as coordination of site utilities and maintenance equipment.
NJ Transit states the Special Prequalification process will assess and evaluate design-build teams based on the following criteria: experience, approach to the project, and technical qualifications. Once this is completed, NJ Transit will shortlist the “most qualified firms to move forward.” Then, a Request for Proposals, or RFP, will be issued.
