Port of Los Angeles Issues RFP for Potential New Terminal

LOS ANGELES - The Port of Los Angeles is seeking proposals for the pre-development of Pier 500.

According to Port of Los Angeles, Pier 500 will be a stand-alone marine container terminal located along the Pier 400 Channel. Pier 400 is the largest container terminal at the port. In seeking proposals, the selected would enter “into a public-private pre-development agreement with the Port to scope the project’s financial feasibility, procure entitlements and handle other requirements needed before implementation and build-out of the project,” the report says. The deadline for these proposals is Thursday, January 26, 2026. As required by the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), the pre-development process will include all necessary assessments including pre-development, entitlement procurement, and environmental reviews. Port of Los Angeles says this process will last an estimated 10 years.

Along with 3,000 linear feet of available wharf, Pier 500 will span 200 acres and have two new berths. Pier 500 will be located on the southern tip of the Port’s Terminal Island, and its location would “greatly increase” cargo efficiency. According to the report, Port of Los Angeles has “remained forward-looking” regarding its plans for increasing cargo capacity. Previously, the Port identified “a submerged site of 124 acres.” This infrastructure was previously added during Pier 400 construction more than two decades ago.

Port of Los Angeles Executive Director Gene Seroka said, “For the first time in a generation, the Port of Los Angeles plans to build a new container terminal to meet global supply chain demand for decades into the future. . . The development of the cleanest terminal possible would enhance our efficiency and sustainability while creating new jobs in our communities.”
