CHSRA Releases Draft EIR/EIS for L.A. to Anaheim Segment

SACRAMENTO, Calif. - California High-Speed Rail Authority has released a draft environmental document for its 30-mile segment in Southern California.
According to the Authority, this document is the last step toward full environmental clearance for Phase 1 of the statewide system. Since December 5, the document has been available for viewing and comments and will remain so until February 3, 2026.
The draft EIR/EIS analyzes a “No Project Alternative and two Build Alternatives: Shared Passenger Track Alternative A, with a Light Maintenance Facility (LMF) at 26th Street and Shared Passenger Track Alternative B, with an LMF at 15th Street.” The Authority says its preferred alternative is Alternative A. The document also looks at an option for an intermediate high-speed rail station. This would add a station platform and facilities at either the Fullerton Metrolink/Amtrak Station or the Norwalk/Santa Fe Springs Metrolink Station.

There will be an online Open House on Thursday, December 11, 2025 from 6:00 p.m. to 8:00 p.m. via Zoom. This gives those a chance to ask questions about the draft EIR/EIS and the public comment process. Additional public hearings will be held throughout January 2026.
Southern California Regional Director LaDonna DiCamillo said, “The release of this environmental document represents an important step toward full environmental clearance for Phase I of the full 494-mile statewide high-speed rail system between the Bay Area and Los Angeles/Anaheim. This marks a significant and important milestone in connecting end to end from Southern California to Northern California.”
