MTA Construction & Development Releases 2026 Strategic Plan

NEW YORK CITY - MTA Construction & Development has released its Year in Review and Strategic Plan. In it, C&D says it has generated $1.2 billion in savings in 2025.
The 2026 Strategic Plan (below) details its progress in last year’s savings and follows its performance in “delivering the ambitious docket of projects outlined in its latest capital plan.” The 2025-2029 Capital Plan from the MTA was approved and funded last spring. Now, C&D says it is delivering on said plan at a “record pace” with more than 90% of those projects in the design phase. For 2025, the investment for the year in transit infrastructure reached $15.8 billion. $6.7 billion was completed in work, $1 billion more than in 2024.
Year in Review & Strategic Plan
MTA Construction & Development was created in 2019 to assist in delivering the agency’s Capital Program. Since, it has identified more than $4.2 billion in savings due to better planning, contracting, delivery and management. Throughout 2025, C&D had cut costs for signal modernization by 33% per mile on the Fulton Line. Previously, signal projects averaged $48 million per mile.
C&D completed the OMNY Tap-and-Ride fare payment by installing 980 new OMNY vending machines across all 472 subway stations at $60 million under budget. Additionally, C&D replaced 41 elevators throughout 2025 and brought 10 stations up to ADA-accessibility standards. On the Park Avenue Viaduct, crews installed 128 bridges and installed and replaced more than 8,200 feet of track without disrupting passenger service. Now, the Strategic Plan seeks to strengthen climate resilience, modernize stations, and sets a foundation for expansion projects such as the 125 St subway and the Interborough Express, says MTA.
