Foothill Gold Line Construction Authority Receives Proposals for Pomona to Claremont Extension

POMONA, Calif. - Foothill Gold Line Construction Authority received proposals from four contractor teams for "Construction Manager at Risk" for the 2.3-mile extension from Pomona to Claremont.
Construction Authority CEO Habib F. Ballan sent an update stating that the selected team would support the current design currently underway by Parsons that began in February. It will provide reconstruction services including cost estimating, value engineering reviews, constructibility reviews, and others. In mid-2027, the project design is expected to be around 85% completion. It is at that time that the Construction Authority “will give the green light” for the contractor to move forward with construction. Otherwise, the Construction Authority will have a fully designed project that will go to bid to the lowest bidder.
The proposals received come from Balfour Beatty | Griffith Company, a Joint Venture; FlatironDragados Constructors, Inc.; MOR Rail Constructors JV, a Joint Venture of Myers and Sons Construction, Obayashi and RailWorks; and SSH Joint Venture, made up of Skanska USA, Stacy Witbeck, and Herzog Contracting. Now that they have been received, the proposals will be evaluated based on experience, personnel, performance history, management approach, approach to working in a complex Metrolink/SCRRA right-of-way corridor, and approach to light rail systems and pricing as well. The Constrution Authority expects to have a selection recommendation for the board by next month.
CEO Ballan added that major construction of said extension is slated to begin late 2027 as it has been coordinating with third-party utilities “to schedule any work needed within the rail corridor ahead of the project.” As of reporting, Charter Spectrum is the first needed to conduct work before any major construction starts. Elsewhere, KPJV is close to completing the Glendora to Pomona project. According to CEO Ballan, crews have completed substantial work since last year with a project completion date slated in the next few weeks.
