IO and Metrolinx Issue RFP for Yonge North Subway Extension

TORONTO - Infrastructure Ontario (IO) and Metrolinx issued a Request for Proposals (RFP) for the Yonge North Subway Extension - Stations, Rail and Systems contract.
The contract (YNSE SRS) will be delivered via a progressive Owner-Formed Alliance procurement model, says IO. In October 2025, IO and Metrolinx released a Request for Qualifications (RFQ). The RFQ included the design, construction, supply, integration and commissioning of five new subway stations and associated bus facilities. Since then, they have shortlisted 11 applicants and invited them to respond to the RFP for this project.
At the end of the RFP period later this year, one applicant from each package will be selected to enter into a Project Alliance Agreement with Metrolinx, according to the report. At that time, Metrolinx and the selected teams will work on the design and “undertake early investigations and works during the development phase.” Once that happens, Metrolinx then has the option to accept a proposal for the final design, cost, and schedule.
The RFP is made up of three work packages: Underground Works, Surface Works, and Design & Systems Integration.
Underground Works
This includes the construction of underground stations and civil work for Steeles, Clark and Royal Orchard stations, Finch Transition Box and Ancillary Structures such as Emergency Exit Buildings and Traction Power Substations, says IO. Four applicants for this work package are as follows:
- Trillium Construction Partners: made up of Acciona Infrastructure Canada Inc. and Amoco Infrastructures Inc.
- NorthLine Partners: made up of Flatiron Dragados Canada, Inc. and Green Infrastructure Partners Inc.
- CrossTransit Group: made up of Ferrovial Construction Canada Inc. and VINCI Construction Grands Projects Canada Inc.
- North Extension Transit Alliance (NExTA): made up of Aecon Infrastructure Management Inc., Pomerleau Major Projects Inc., and Formento de Construcciones y Contratas Canada Ltd.
Surface Works
This work package includes the construction of at-grade stations and civil works for Bridge and High Tech, and Train Storage Facility and portal structure. The four applicants for this package are as follows:
- Kenaidan Murphy Joint Venture (KMJV): made up of Kenaidan Infrastructure Ltd. and Murphy Infrastructure Inc.
- NorthLine Partners: made up of Flatiron Dragados Canada, Inc. and Green Infrastructure Partners Inc.
- North Extension Transit Alliance (NExTA): made up of Aecon Infrastructure Management Inc., Pomerleau Major Projects Inc., and Formento de Construcciones y Contratas Canada Ltd.
- True North Corridor Alliance: consist of Ledcor Ontario Infrastructure Ltd. and Bird Construction Industrial Services Ltd.
Design & Systems Integration
This work package includes rail, systems and train storage facility work, IO reports. There are three shortlisted applicants for this work package.
- NorthOne Integration Partner: consists of Arup Canada Ind. and Hatch Ltd. Egis Canada Ltd.
- NovaNorth: includes AtkinsRéalis Canada Inc., NORR Architects & Engineers Limited, and CIMA Canada INc.
- WSP-AECOM: WSP Canada Inc. and AECOM Canada ULC.
