Ryan Ouyang Joins Balfour Beatty US as VP, Legal for U.S. Civils West Operations

DALLAS – Balfour Beatty US has hired Ryan Ouyang for the position of Vice President, Legal for U.S. Civils West operations.

Balfour Beatty says this role is responsible for “the legal affairs of the company’s Civils operations in California, Oregon, and Washington, working in coordination with the U.S. Civils’ General Counsel.” A graduate of the University of Illinois at Urbana-Champaign with a Juris Doctorate from University of Notre Dame Law School, Ouyang holds brings with him 15 years of legal and ethics and compliance experience. Previously, he spent seven years as Assistant General Counsel at a multinational infrastructure consulting firm where he “supported project teams and senior management by providing counsel to manage and mitigate risk within the business, with a focus on commercial transaction, litigation, claims management and bankruptcy.”

At a heavy civil general contractor in the Los Angeles area, Ouyang served as Ethics/Compliance Officer and Contracts Manager. In this role, he worked to support the company’s “commercial and government agreements/contracts, claims and litigation, and ensured compliance with both corporate and government regulations and procedures.”
