Penn Station Transformation Project Timeline Announced

NEW YORK - Amtrak and the USDOT announced the timeline for the Penn Station Transformation project.

Construction on the station will begin by the end of 2027, according to Amtrak. On Aug. 27, the master developer advance notice was issued. This fall, Amtrak says contracting industry stakeholder engagement will take place. Later this year, the Master developer solicitation will be released, and a selection is scheduled in May 2026. Preliminary design and National Environmental Policy Act (NEPA) activities will take place from summer 2026 to the end of 2027.

During this time, The FRA will begin an 18-month Service Optimization Study in October to study ways of accommodating passenger service growth at the station. Special Advisor to the Amtrak Board Andy Byford said both the USDOT and Amtrak are “strongly committed” to begin construction by the end of 2027.
