Bid teams for HART’s final leg of light-rail construction revealed, but construction still at a standstill

As Honolulu’s first light-rail line remains unfinished, details are emerging in regards to the final leg of the project … and the bidders behind it.
According to officials there were two private teams fighting for the final project, and spent two years putting together proposals. One was called City Center Connection Group and was led by Dragados. Hawaiian Dredging Construction Co. and Obayashi Design Group also were a part of C3G. The second group was Imua Transit Honolulu and consisted of Tutor Perini Corp. and Parsons Construction Group. Granite Construction Co. and Traylor Brothers also were subcontractors.
Bid prices, however, have not been made public due to one of the groups expressing concern of revealing the figures. This past summer, Tutor Perini’s chief executive officer told investors that his company submitted a bid that was over $2 billion. It is not clear what that figure covered. The Honolulu Authority for Rapid Transportation (HART) was expecting the final section to cost around $1.4 billion.
The team that did not want figures made public has until the end of the week to file an appeal with the state Office of Information Practices. If an appeal is not filed then HART and city officials plan on releasing the bid numbers. If an appeal is filed, HART and the city will deliberate further before making public the procurement file.
It could take months before the bidding information is made available. Meanwhile, the project could continue. Leaders have proposed a phased approach for the final segment, building when funding becomes available. HART and city officials are currently trying to get the Federal Transit Administration to extend a $250 million tranche for rail construction that could lapse at the end of the year.
