PennDOT Accepting Unsolicited Proposals for Transportation Projects

HARRISBURG, Pa. - The Pennsylvania Department of Transportation (PennDOT) Office of Public-Private Partnerships (P3) is accepting proposals for transportation projects through April 30.
The P3 Office develops projects that are designed to strengthen the state’s transportation network. PennDOT holds two unsolicited proposal periods for these projects each year; one in April and one in October. Information on how to submit a project can be found on PennDOT’s P3 website here. It applies to PennDOT-owned projects, infrastructure, and services, says PennDOT. These include all modes of transportation, including rail. The private sector can also submit applications for assets not owned by PennDOT directly to the P3 board.
The P3 allows transportation authorities and PennDOT to partner with private companies to deliver, maintain, and finance transportation projects. The Public Private Transportation Partnership board, comprised of seven members, examine and approve potential public-private transportation projects as part of this law. If it is determined that a state operation would be more cost-effective than being administered by a private company, PennDOT says it would issue an RFP and begin a procurement process.
Unsolicited proposals are accepted through 11:59 p.m. on April 30.
