Foothill Gold Line Construction Authority Begins Procurement Process for Final Segment to Montclair

POMONA, Calif. - After the dedication of four new stations from Glendora to Pomona, the Foothill Gold Line Construction Authority has issued the first of two Request for Proposals, or RFPs, for the final project segment from Pomona to Montclair.

According to Foothill Gold Line Construction Authority, the RFP was issued in order to hire a team to complete design and engineering services for the final 3.3-mile-long segment that includes two stations. The two stations are the Claremont and Montclair stations. The proposals are due by October 15, 2025 by 11:00 a.m.

This comes after the Construction Authority board was directed to pursue a new plan this past March. The design-build bid that it received was “54% higher than the agency’s most conservative cost estimate for the project.” The method is the Construction Manager at Risk, or CMAR, and it involves hiring a design/engineering team first, then hiring a separate Construction Manager team. The two teams then work together to ensure an efficient design. The RFP issued on June 26th is the first step in the procurement process with an awarded contract expected in November.

$798 million has been earmarked for construction, and another $80 million is said to come from the San Bernardino County Transportation Authority. Foothill Gold Line Construction Authority says the project has experienced setbacks due to the “contract impasse” with Kiewit, as previously reported.

A second Request for Proposals for a construction manager will be issued by September with an award issued in February 2026. The expected completion date for the Pomona to Montclair segment is June 2031.
