NORFOLK — Norfolk Southern rolled out the first phase of its precision scheduled railroading (PSR) effort, called the TOP21 operating plan on Friday, June 28. The railroad says the plan will “improve service to our customers and provide overall network efficiencies.” This phase of the plan will primarily impact merchandise traffic. While service disruptions caused by plan execution are not expected, Norfolk Southern has set up an internal command center to monitor service issues and facilitate fast communication should any arise.
