MARTA adds three to leadership team

The Metropolitan Atlanta Rapid Transit Authority (MARTA) has added three members to its leadership team: Chief of Capital Programs, Expansion and Innovation Frank Rucker; Chief Administrative Officer Luz Borrero; and Chief of Rail Operations David Springstead.

“My goal has always been to be purposeful about building a leadership team with the right experience to improve operations and expand MARTA’s footprint,” said MARTA General Manager and CEO Jeffrey Parker. “Ultimately, everyone in our organization must be fully committed to improving the overall customer experience and we now have the right people in place working with me to accomplish that.”

MARTA said Rucker, an engineer, worked on the multi-billion-dollar capital improvement program at Hartsfield-Jackson Atlanta International Airport. He brings nearly four decades of experience to MARTA as the transit authority aims to implement its largest expansion plan in decades.

The $2.7 billion More MARTA Atlanta program, which was approved in October of 2018, marks the beginning of mobility improvements and transit infrastructure enhancements throughout the city, MARTA said in a statement.

Borrero brings a deep knowledge on two of MARTA’s most densely populated service areas, as well as experience in financial and executive management, having served in the past as deputy chief operating officer for DeKalb County and the city of Atlanta, MARTA said.

Springstead will transition from his role as the head of Capital Programs and oversee the daily operation and maintenance of MARTA’s heavy and light-rail systems.

Wanda Y. Dunham, MARTA’s chief of System Safety, Security, and Emergency Management/Police, was also recently elevated to serve on the executive team. Dunham is now tasked with responsibilities including work with the Department of Safety and Quality Assurance and the Office of the Chief Information Security Officer, in addition to her responsibility for Police and Emergency Management.

Melissa Mullinax, who most recently served the city of Atlanta, joined MARTA in July as chief of Staff, leading the departments of External Affairs and Transit-Oriented Development (TOD), among others.

MARTA said it has also recently grown its talent pool with the hiring of Assistant General Manager of External Affairs Virgil Fludd; Senior Director of Government & Community Affairs Colleen Kiernan; and Senior Director of Transit-Oriented Development (TOD) and Real Estate Jacob Vallo.

MARTA’s external affairs staff has also been restructured to emphasize its focus on existing regional partners while carrying out outreach efforts regarding future system expansion, the transit authority said.
