Winter put a stop to construction activity on an autoport project in Richmond, Minn. Meanwhile, negotiations between the town and Canadian National have been a tad icy.

Richmond is still waiting on signed written agreements from the Class 1 railroad. Canadian National needs to sign off on a developers agreement and a road relocation agreement. The developers agreement contains mediation measures communities were hoping Canadian National would execute. A road also has to be relocated for safety and efficiency reasons regarding the autoport.

Richmond does believe Canadian National will work with the communities regarding the mediation measures. Noise level was a top concern, and CN has already installed 10- to 20-ft-tall berms around the autoport footprint to help with noise and light pollution. Higher berms have been requested in certain areas, and CN would rather plant trees.

The road relocation, however, could be a sticking point. Richmond would like for CN to help pay for the necessary maintenance to 105th Street.
